Ningpu is located at the juncture of Provincial Highway 11 and Yuchang Highway (Provincial Highway 30) in Changbin Township. It used to be called Shiningpu. According to records, during the Japanese colonial rule period, at least 30 households lived here. After the recovery of Taiwan, more residents moved in. Today, only a few residents remain. Ningpu Bridge was completed in 1996. The surrounding view is wide and unobstructed. East Coast National Scenic Area Headquarters built Ningpu Recreation Area here, providing easily accessible parking space, pavilions, and trails. On a good day, you can enjoy the boundless sea view here. Coupled with the soft sandy beach that is rare on the East Coast, this spot is suitable for walking on the beach and getting close to nature.

In addition to the beautiful coastal scenery, at Ningpu Recreation Area, you can also find the artwork, The Ocean Was Put There, from the 2018 East Coast Land Arts Festival, created by Eleng Luluan. Using composite materials including steel, bamboo, and wood, a whale-shaped shelter was created, offering shade and coolness to the public. Visitors used to spend time in Ningpu for the beautiful sea view. Now they have one more reason—the artwork—to linger here and enjoy a tranquil seaside moment.
